Proposed
The State of Utah will Amend its current agreement with the
Nuclear Regulatory Commission to Regulate Utah Uranium Mills and Tailings.
Scoping Meeting Schedule
The Division of Radiation Control, Utah Department of Environmental Quality is initiating a public scoping process regarding a proposal that the State of Utah should amend its current Agreement with the Nuclear Regulatory Commission (NRC) to assume primacy (regulatory authority) over the uranium mills and tailings program. Five facilities would be impacted by Utah's assumption of regulatory authority including Rio Algom, Lisbon Valley which is undergoing closure; International Uranium White Mesa Mill, Blanding, Utah which is currently in operation; Plateau Resources Shootaring Canyon Mill, Ticaboo, Utah which is currently on standby operational status; Envirocare, an on-going commercial disposal operation, Tooele County, Utah; and Atlas, Moab which is currently undergoing bankruptcy proceedings.
Five public scoping meetings will be held regarding this proposal:
Salt Lake City
November 5, 1999 , 3:00 p.m. - 5:00 p.m. or to all those who desire to comment have had the opportunity to do so, DEQ Building #2, 168 North 1950 West, Conference Room 101 (following the Utah Radiation Control Board Meeting).
Tooele
November 10, 1999, 7:00 p.m. - 9:00 p.m. or to all those who desire to comment have had the opportunity to do so, Tooele County Health Department Auditorium, 151 North Main Street, Tooele, Utah.
Ticaboo
November 15, 1999, 6:00 p.m. - 8:00 p.m. or to all those who desire to comment have had the opportunity to do so, Old Ticaboo School House, Intersection of Ticaboo Drive and Powell Drive, Ticaboo, Utah.
Blanding
November 16, 1999, 7:00 p.m. - 9:00 p.m. or to all those who desire to comment have had the opportunity to do so, Utah National Guard Armory, 10th West Freeway - 105-5, Blanding, Utah.
Moab
November 17, 1999, 7:00 p.m. - 9:00 p.m. or to all those who desire to comment have had the opportunity to do so, Grand County Council Chambers, 125 East Center, Moab, Utah.
The scoping meeting will consist of a short presentation by staff of the Division of Radiation Control regarding the proposal. Following the presentation, public comment will be taken. The Division is seeking feedback on issues such as the scope of the amended Agreement, program staffing and funding options, and reasons to seek primacy or not seek primacy.
Written comments will also be taken until the close of business on December 5, 1999. Written comments on the proposal should be addressed to:
